For Immediate Release Hearing Set on Highmark/West Penn Hospital ProposalSen. White urges submission of questions, concerns to Insurance Department A public comment period on proposed changes to facilitate Highmark's planned affiliation with West Penn Allegheny Health System is now open. Senator Don White, Chairman of the Senate Banking and Insurance Committee, is encouraging interested parties to submit their concerns to the state Department of Insurance. The Insurance Department recently announced plans to hold public hearings on the proposed acquisition of control of Highmark, Inc. and its Pennsylvania domiciled insurance subsidiaries by UPE, a newly-formed nonprofit corporation. This "Form A" transactional filing is related to Highmark's proposed affiliation with West Penn Allegheny Health System. "This is a significant proposal that could affect thousands of individuals and businesses in western Pennsylvania," Senator White said. "Detailed information on the proposal is available on the Department of Insurance's website. I encourage all interested parties to submit their questions, comments and concerns to the Department to be included as part of the official record." Two public hearings are set for April 17 in the Westin Convention Center, 1000 Penn Avenue, Pittsburgh. The early session will begin at 9 a.m. with an evening session set for 7 p.m. The public hearings will allow policyholders and interested persons to present comments relevant to the transaction. The proceedings will be recorded by a court reporter. Interested parties may sign up to testify or present written testimony. Anyone wishing to testify in person is encouraged to preregister on or before April 12 at www.insurance.pa.gov and click the registration icon. Preregistration is not required. However, an advance copy of the agenda will be distributed to persons who preregister to attend the public informational hearing.
